A group of colleagues is urging the government to repeal the Vagrancy Act, which makes it a crime to sleep outside or beg in England and Wales.
The proposed change is supported by homeless charities and housing trusts, but the government says “work is underway to look at this complex issue” and has not currently committed to changing the law.
The Crisis charity says the Loitering Act “is more likely to push someone further away from vital services that help them get off the streets.”
The BBC spoke to Julie, who was moved by the police while sleeping poorly after being evicted.
