With the passage of the climate and social spending bill in the House on Friday, the clock is now ticking in the Senate, where Democrats have no margin for error if they are going to be able to send a bill to Biden.

He predicted the Senate would pass the bill and hand it over to Biden “in December.”

“I think we’ll work on that probably until Christmas,” he added.

Despite Democrats predicting a year-end deadline, they have yet to set the 50 votes they will need to navigate the legislation through a series of procedural landmines.

“We have been in close contact … with Senator Manchin,” he said. “That includes answering questions you may have, listening to concerns you may have.”

Manchin has changed throughout the week on whether he supports a Christmas timeline. He initially told reporters he had “concerns” before noting a day later that he agreed with Schumer’s plan to vote before the end of the year.

“I am not in charge of the moment. Whatever they want to do is fine with me, ”Manchin said.

But Manchin has made it clear that he still does not support the spending and climate bill. Manchin has struggled with language related to an electric vehicle tax credit, though Democrats continue to try to find a way to address Manchin’s concerns to keep the language in the bill.

“I know that some of my colleagues have questions on one issue or another, but we are going to speak to the senators. I talk to Senator Manchin constantly, ”said the senator. Democrats are also still waiting to see if Manchin agrees to a plan to combat methane emissions, having struck down a key plan aimed at incentivizing companies to switch to clean energy.

“My hope is that it finds favor,” Carper said.

Manchin also remains opposed to including paid family leave in the bill, increasing the chances that it will eventually be eliminated.

And he is still not willing to say that he will start the debate on the social and climate spending plan. To get the bill through the Senate, Schumer will need total unity in his group.

“No, no, I’m still looking at everything,” Manchin said. “When the final bill comes out, when the CBO score comes out, we’ll go from there.”

But he has been the most outspoken about his red flags, sometimes to the chagrin of his colleagues.

Schumer, who was asked about a timeline for Build Back Better, told reporters that Senate Democrats “intend to pass it before Christmas.”

House Democrats hope that most of the bill will survive the Senate intact. In addition to having to clarify Senate rules about what can be included in a budget bill, the Senate also goes through an unwieldy branch vote in which any member who wants to force a vote can do so.

“I have spoken to both of them. I think the vast majority of this bill is pre-conference and that Joe Manchin will come, Kyrsten Sinema will come, because we have to deliver on this, ”he said.

But Senate Democrats acknowledge, even as they prepare to move forward, that the bill is likely to change from what comes out of the House.

Cardin said Senate Democrats have yet to “put it all together” to pass the bill before the end of the year.

“I’m optimistic, but sometimes it takes a little longer to get there. … It’s not just a member, ”he said.

“We may have a problem with prescription drugs, we may have a problem with taxes,” he added. “We have to solve them.”
